The FIH has released the latest Rules, which has taken effect from January 1st. The IHUA will cover the changes in the forthcoming mid-season online EYHL training event, but here is some information from the official communication:

"We kindly ask for your utmost attention to the two major rule changes: R4.2 (removal of PC protective equipment) and R9.10 (aerial balls).
For this matter we recommend a close look at pages 4 to 7 where you can understand the context and the scope of changes made." ... More

Procedures for umpires awarding cards in Ulster Hockey

In Ulster Hockey matches, when a player is suspended in a match with either a Green or Yellow card they should go to their respective team bench and serve their suspension there. If a player receives a red card, they must leave the pitch and the surrounding area.

An umpire SHOULD STOP TIME before awarding a card. Unless a technical table is present, umpires will handle the time for all cards. Players should only return to the pitch after their suspension during a break in play, even if this means that they serve a longer suspension time, and they should be brought back onto the pitch with a blow of the whistle (no need to stop time).

Remember - Yellow and Red cards MUST be reported promptly to the Disciplinary Committee. Offenders cannot be dealt with by the disciplinary process unless cards are reported. YELLOW AND RED CARDS MUST BE NOTIFIED TO THE DISCIPLINARY EMAIL ADDRESS WITHIN 72 HOURS (disciplinary@ulsterhockey.com).

In the case of a YELLOW CARD, you must fill in the details on the match card, take a picture of the completed match card, and send it within 72 hours to disciplinary@ulsterhockey.com, noting the league and teams in the subject line.

In the case of a RED CARD, you must fill in the details on the Match Card and file a written report with the disciplinary committee (disciplinary@ulsterhockey.com) within 72 hours of the match. The red card report form is available under ‘Information and Downloads’ on the Ulster Hockey Umpires Portal.

If the offence has not happened within the pitch area and during the 70 minutes of the match, it should be reported as a Code of Conduct offence. The Code of Conduct covers all participants in hockey. A code of conduct offence does not need to be reported on the match card, but a written report (you can use the red card report as a template) should be submitted to the disciplinary panel’s inbox (disciplinary@ulsterhockey.com) within 72 hours of the offence occurring.

Further information on cards and the disciplinary process is outlined in detail in the 2021/22 Ulster Umpires briefing shared with all panel umpires in October 2021.

BENCH MANAGEMENT - A team may have a Manager, Coach and Physiotherapist present in the dug-out, but only if they are named on the match card. In addition to these three team officials and the substitutes, anyone else present in a team’s dug-out area who is not listed on the match card should be asked by the umpires to move outside the pitch area for health and safety reasons.

The team captain is responsible for the behaviour of their bench. In the case of poor behaviour from a team coach or manager during the match, a captain can receive a warning or a card for failing to control their team. Alternatively, a coach or manager can be red-carded for their conduct during the match should they commit an offence warranting this course of action, and this should be recorded on the match card and reported to the disciplinary committee accordingly.
